WinUI 3 doesn't render correctly on a legacy PC system with Windows Pro 10 64-bit 22H2 #9024

Description

Which version of the app?

WinUI 3 Gallery

Description

I would like to report a problem with WinUI 3 applications on an older PC system that runs Windows 10 Pro 64-bit 22H2. The system specifications are as follows:

DxDiag.txt

The system has 4GB of RAM and uses Intel GMA 3000 for graphics, which only supports up to Directx 9.0c.

The problem occurs when I use the PowerToys app, which has recently adopted the WinUI 3 framework. I demonstrate the behavior of WinUI 2 and WinUI 3 Gallery demo apps in the issue below.

microsoft/PowerToys#29340

Each WinUI 3 app does not render correctly, and it shows a blank window and a blank title. I suspect this is due to the lack of support for Directx 11 or higher by the Intel GMA 3000 or 4 GB system RAM sharing video memory with the integrated graphics card (fixed 256 MB VRAM).

I suspect the same issue with the custom color picker for Window 10's Personalization Settings > Colors > Custom Color.
