ShouldConstrainToRootBounds = False disables backdrop #8657

Describe the bug

I can confirm that in 1.4 Preview ShouldConstrainToRootBounds = False works.

However, this disables the inbuilt backdrop of the element (e.g. in TeachingTip).

Steps to reproduce the bug

  1. Create new WinUI 3 project with Windows App SDK 1.4 Preview.
  2. Create a big TeachingTip element that goes outside of parent window.
  3. Set ShouldConstrainToRootBounds = False.

Expected behavior

TeachingTip should have a backdrop that is generated using the windows behind it or the desktop wallpaper.
