Describe the bug

The Slider control features an accent-colored dot in the middle which expands upon hover.

This dot is not centered. It's about 1 px too far to the right and too far down.

Steps to reproduce the bug

1. Open WinUI Gallery (repro with version 1.2.26.0) or any other app that relies upon the slider control.
2. Find a Slider, such as on the Slider page of the WinUI Gallery: winui2gallery://item/Slider
3. Look at and hover over a slider's handle. Observe its central dot.
4. Notice that the dot is not centered.

Expected behavior

The dot should be centered.
