How to Submit for Review alone without rollout fraction, without making any playconsole UI changes ( Managed Publishing Turned ON )

Is it possible to submit for review alone without allowing to release public or without rollout fraction .
As of now this can be achieved by turning ON Managed publishing but without using that option how can I achieve this one

Is there any option to give 0 fraction so as it will complete the review process and wait for our approval to rollout
