chore(web-components-v3): cherry-pick some changes to fix CI check

Issue:

• the web-components-v3 branch is outdated and failing certain checks in CI (particularly the bundle size checks and the ts-minbar check) which blocks PRs.

Changes:

• cherry-picks changes made from:
  1. fix(react): exclude React.HTMLAttributes defined content prop for Tooltip and TooltipHost Prop types to mitigate @types/react breaking changes #27467
  2. ci: use ubuntu pool for size-auditor merge job #28208
  3. chore: migrate to NodeJS v16 #27711
