Current Behavior

Menu button with icon-only does not render correctly. According to the Figma spec, the chevron should not be shown.

Note that we made a local fix for this in Fabric UX, but this affected the split button as well (which needs to show only the chevron).

Expected Behavior

Only the icon should be displayed.
