feat: add parameter to DataGrid to make full column resize optional #3902

In v4.12.0 I added the option to resize DataGrid columns by grabbing the edge of any row instead of just on the column header cell. For v4.12.1 I want this behavior to be controllable by a parameter (true/false) on the DataGrid
