chore: update naming conventions for better consistency #2811

Description

Update the naming conventions so when you're on the GitHub Actions page, it's more intuitive how the different workflows are being used.

Motivation & context

Improve intuitable readability. Names should be consist, distinguishing between CI or CD, and remove duplicativeness. Also, add badge for component explorer section of root readme. Also, wanted to update specify the branch and event.

Issue type checklist

  • Chore: A change that does not impact distributed packages.
  • Bug fix: A change that fixes an issue, link to the issue above.
  • New feature: A change that adds functionality.

Is this a breaking change?

  • This change causes current functionality to break.
