Adds support for single-instance purge and multi-instance purge from Azure Functions (we already supported the required DTFx contract, which is different from the Azure Functions one).
Also in this PR is support for long timers (for Azure Functions) and support for Linux telemetry logging for improved supportability in Azure.
BREAKING: Renamed the existing purge stored procedure
