This works on local dev boxes and on Azure Pipeline agents so that the SDK version we need is always installed on-demand.

I also updated the README and and added a CONTRIBUTING doc with more guidance on working in the repo. All the ps1 scripts I added came almost without changes from https://github.com/aarnott/library.template which is used in many repos, so feel free to review them carefully if you want, but they're pretty well battle-hardened already.
