This is where the functional change is.
(Almost) everything else is due to EOL fixup.

Summary of the pull request
.NET 6 binaries of Microsoft.PowerShell.SDK were copied to the DevSetupEngine output during compilation while everything else was compiled as .NET 8. That seemed to cause some error at runtime when WinGet tried to apply configuration and called into Microsoft.PowerShell.SDK.
This change updates relevant packages to new versions:
