Loading and Summary pages are broken after doing retry for Environment configuration

Steps to reproduce the bug

Try to configure a VM with some configuration that will fail. Then click "Retry" on the Loading page. For example, on a VM where DevSetupAgent is not running:

1. Select some app or repo to configure.
2. When prompted for user name and password click "Cancel" button.
3. Now Click "Retry".
4. Progress starts, but there is still "Summery" button available at the bottom. Expected: no "Summery" button at this point.
5. If you click "Summery" button, then a broken Summery page will be shown.

Expected result

No "Summery" button while configuration is in progress.

Actual result

"Summery" button remains visible while configuration is in progress.

Hey @sshilov7 . Thanks for reporting the issue. I was looking into the same, and perhaps I can add to it. When the environment is created with an image that doesn't contain any credentials, it disallows you from applying the configuration because it expects credentials.
