Steps to reproduce the bug

First, the button for relaunching as admin doesn't have a tooltip. Note: this also applies to the same button on the Loaded Modules page.

Second, if you select an app that needs elevation, you sometimes see the "Is running as System/Admin" text, and sometimes you don't:

Possibly it's by design that sometimes we can determine these and sometimes we can't - regardless, we should always show the labels, but just put "Unknown" as the values in that case.
