Steps to reproduce the bug

This has been driving me crazy and I think i understand the problem.
When I go to the Setup an Environment page, i see my DevBox and I try to click it.
It does not work.
I try multiple times until finally it works and the NEXT button is enabled.

I think it is because the pane is still enumerating the other items like Hyper-V and Sandbox.

If we allow the user to click and make a selection, we should enable it whether all other items are finished processing.

I have to click the DevBox 3 or 4 times.

Tested on the latest preview version - we can select an environment while other environments are loading. The issue is most probably a WinUI3 one.
