Allow applying an existing configuration file to an existing environment

Suggested new feature or improvement

Allow me to provide my own configuration file when configuring an existing environment, instead of needing to go through the end to end flow each time.

Suggested solutions:

1. Add it as an option during ‘set up an environment’ configuration flow after selecting an environment to configure
2. Add it to the ‘configuration file’ flow, after selecting and viewing the file, provide an option to select where to apply the configuration file (‘this machine’ or select from the list of existing environments)
3. Action on the environments page ‘Set up’ > ‘new’ (takes user to configuration flow) OR ‘select existing file’ (launches browse experience for configuration files)

Scenario

I have created my own configuration file to set up my environment how I would like it, and I have an existing environment that I would like to apply it to. Allow me to specify an existing WinGet configuration file (*.dsc.yaml or *.winget) to an environment.
