Steps to reproduce the bug

pull down dev home main and observe folder/project structures

Expected result

• The Hyper-V Extension should live in Dev Homes top level extensions folder.
• The Environments folder for the common functionality used within the SetupFlow and Environments tool projects should also live in a common project just for tools, instead of within DevHome.Common
• The architecture .md files should contain information about Environments in Dev Home and how they are structured.

Actual result

• The Hyper-V Extension currently lives in its own top level folder.
• The Environments folder for the common functionality used within the SetupFlow and Environments tool projects currently live in DevHome.Common
• There are no references to environments in the .md files
