Popen CREATE_BREAKAWAY_FROM_JOB in Python while debugging causes permission error (Access Denied)

Code to reproduce the permissions error:

import subprocess

subprocess.Popen("notepad.exe", creationflags=subprocess.CREATE_BREAKAWAY_FROM_JOB)

Causes a permission error access denied. Running it outside of the debugger works as expected.

This is because debugpy sets up its own job when debugging starts, so that it can terminate the entire process tree later. It seems that the way this job is set up currently, it prevents breakaway jobs - this is a definitely bug. Thank you for reporting!
