Summary

What does the PR accomplish, why was it needed?

Build the following packages with audit support:
pam, util-linux, openssh, shadow-utils

Need to add audit to the toolchain so it's available for pam and util-linux packages (also in toolchain)

Note that libsemanage already supports audit

Test Methodology

• Local build
• Installed the updated packages, enabled auditd, checked /var/log/audit/audit.log, saw entries for USER_AUTH, USER_CMD, etc in the logs
