[BUG]: ##[warning]Value cannot be null. (Parameter 'You need to provide at least one not-nullable parameter') #4927

Description

What happened?

I updated a self-hosted Azure Pipelines Agent running on Arch Linux from version 3.242.1 to version 3.243.0. After that, all Initialize job steps running on this agent log ##[warning]Value cannot be null. (Parameter 'You need to provide at least one not-nullable parameter'). The behavior and therefore the cause of this issue is probably similar to #4242.
