Update Azure.Provisioning.Cdn to beta.4

Description

Update Azure.Provisioning.Cdn from 1.0.0-beta.2 to 1.0.0-beta.4. Beta.4 restores the expected Front Door resource-name requirements that regressed in beta.3, preserving the existing allowed characters and maximum name lengths. Also update Azure.Core to 1.63.0, the minimum required by the new CDN package.
