Customer Impact
This was originally investigated in response to #11717 ("rogue" errors from DCP at startup) but it is more serious than just a few unnecessary errors, namely, there is a short window during startup when DCP proxy may erroneously drop new connections. The DCP version associated with this PR fixes this issue.
