[Commit #1] Cherry picking #3495 from Develop branch to release/1.3-stable.
[Commit #2] One source file, ProjectReunion-BuildFoundation.yml, is significantly different between the Develop and release/1.3-stable branches, hence, the changes in this source file was manually applied. All other changes in the PR were auto applied by the cherry-pick.
