We want to make sure we don't leak icons, even in the case the developer doesn't call AppNotificationManager::UnregisterAll().

This is more of implementing an opportunistic way of cleaning up icons belonging to uninstalled apps which didn't call UnregisterAll prior to uninstalling.

What icons? What creates them? When are they created? Where are they created that 'leak' is a concern?
