STR:

1. there are 2 files: a.ts and b.ts:

// a.ts

import {BaseTest} from 'b.ts';

export type Test = BaseTest;

// b.ts

export type BaseTest = string;

2. With tool "Refactor: move to a file" move type Test from file a.ts to b.ts. During this process imports from a.ts are moved to b.ts too. So after refactoring file b.ts becomes:

// b.ts

import {BaseTest} from 'b.ts';           // here is problem, import was moved and now refers to itself, this need to delete in such cases

export type BaseTest = string;
export type Test = BaseTest;
