Minimal repro:

function foo() {
    return Promise.resolve().catch();
}

This is a bug that consists in a mismatch between isConvertibleFunction in suggestionDiagnostics.ts and the actual convert-to-async codefix—either the former should return false, or the latter should return a fix.
