Make lazy-loading of configured projects opt-in

Since https://github.com/Microsoft/TypeScript/pull/25884 undermines a fundamental assumption in VS, we'd like to be able to disable it if things go awry.  For that to be possible, it'll have to be behind a switch, probably in `UserPreferences`.  As a bonus, this will align conceptually with an existing VS option for doing less work on unopened projects.
