LWG-3268 memory_order::memory_order_meow broken in C++20

Describe the bug
#124 broke RWC (specifically Dolphin) due to lack of LWG-3268. It was discussed in that issue whether we should apply that fix, but breaking RWC means we should apply it (possibly with deprecated messages).
