What is the current behavior?

Out-RsFolderContent downloads all items of the portal.
Write-RsFolderContent uploads only reports.

What is the expected behavior?

The Write-RsFolderContent help says it only uploads reports. The analogy to Out-RsFolderContent makes it really unfortunate that it behaves in a different way.

I am hoping to upload documentation in shape of a .pdf to the portal.

If you can extend Write-RsFolderContent to pick .pbix file too that will be great so I can use this to upload multiple PBI report files instead of using Write-RsRestCatalogItem for each file.
