multiple UAC elevation prompts during updates

ℹ Computer information

• PowerToys version: 0.27.1 (while updating to 0.29)
• PowerToy Utility: installer
• Running PowerToys as Admin: yes
• Windows build number: [run "winver"] 19042.685

📝 Provide detailed reproduction steps (if any)

1. allow PowerToys to update itself

✔️ Expected result

Since PowerToys is already running as Admin, there should be no UAT prompts... if it's not, the installer should trigger a single UAT prompt

❌ Actual result

the uninstall step triggers a UAT elevation, then the install triggers another, then (if it was running as Admin before the update) launching triggers a 3rd prompt!
