I am unable to access the startup folder since my computer is so locked

maybe someone put it in startup folder as well as has the run at startup
enabled?

Also there is an update available to power toys that I'm unable to do since
I'm not an administrative user. Maybe that is why it keeps popping up on
startup?

Can you untoggle the "run at startup" from PowerToys settings? /needinfo as of now, my advice would be talk to your IT person as i think this was just misconfigured for how PT world view for how it is supposed to be started |
Oh ok I will it's to turn off that option and talk the IT help desk

Description of the new feature / enhancement
Can you add a feature where power toys can be started with Windows but minimized? On my work laptop it always started full screen covering everything behind it and I don't have access to do updates or access any other way to minimize it so if you could add an option in the preference to hide it in the notification area or minimize it on start that would be helpful since it is extremely annoying at the moment.
Scenario when this would be used?
Whenever you start your computer and Windows loads.
