Steps to reproduce
Just had to do a system restore and haven't been in the main panel of powertoys in quite some time. (Win10)
I'm sure not many people do this but my toolbar is two levels high which when combined with using small icons lets me run the old quicklaunch on the left with 20 shortcuts, while leaving plenty of room in the center for not combining apps and being able to read each, and still have quick access to the tray on the right with 8 apps without having to expand anything. So it takes up a bit of extra space on the screen... about 3/8 inch.
Anyways, when I installed Powertoys it first launched the main screen as it should, but the bottom of the app was cut off. I run into this on occasion but clicking the "maximize window" in the upper right usually fixes it.
That's when I found out that the powertoys panel is missing both the minimize and maximize buttons. Just the X to close appears. It's added many more features recently so the window now extends beneath the toolbar even if I push the top up as far as I can out of the window. The "What's New?" Section is halfway beneath the toolbar so adding any more to the list will make this inaccessible to me and give it another 2-3 additions and it will begin happening to others as well.

I was expecting that when launched I could see the entire main screen by maximizing the window
❌ Actual Behavior
There is no maximize. No minimize either. The "What's New" section is halfway cutoff. This was noticed because of my two-tier Windows toolbar covers the bottom of the powertoys app.
