Add test engine execution telemetry to our dashboard.

## Describe the deliverable
The test engine already spits out telemetry when it executes tests. We need to be able to follow this work on our dashboard, so we can report on it. We need reports that show the number of tests run per day, week and month with a window o3 3 months.
