Mac Py3.7 build failing due to "SHA256 mismatch"

The NimbusML build for Mac on Python 3.6 is failing due to:

This error occurs during the execution of brew link .

After fixes in phase-template.yml, the following error occurs in the build CI:

"Intel MKL FATAL ERROR: Cannot load libmkl_intel_thread.dylib."

To avoid this, the URL for libomp needs to be defined manually: "https://raw.githubusercontent.com/Homebrew/homebrew-core/f5b1ac99a7fba27c19cee0bc4f036775c889b359/Formula/libomp.rb"
