I am trying to enroll in the Microsoft Edge Add-ons program as an Individual developer.
Partner Center blocks the enrollment with:
“Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked.”
Reference number: 715-123225
I found the previously reported issue #685 and followed the Microsoft team’s troubleshooting instructions there:
Personal Microsoft Account (MSA)
Fresh Microsoft Edge InPrivate window
Fresh enrollment session
Genuine account, address, and contact information
The enrollment is still blocked with the same reference number.
The new attempt generated different Transaction and Correlation IDs, so this was a fresh enrollment attempt rather than a cached error.
To Reproduce
Open a fresh Microsoft Edge InPrivate window.
Sign in to Partner Center using a personal Microsoft Account.
Start Microsoft Edge Add-ons enrollment.
Select Individual account type.
Enter genuine account/contact information and submit enrollment.
Partner Center blocks enrollment with Ref 715-123225.
Attempt to contact Partner Center Support.
Support requires a Workspace, but no Edge Add-ons workspace exists because enrollment did not complete.
Expected behavior
Enrollment should complete, or there should be an account-specific path for manual verification/review.
Additional context
This is related to #685. I specifically reproduced the issue after following Microsoft’s recommendation in that issue to use a personal MSA in a fresh InPrivate session.
I can provide the new Transaction ID, Correlation ID, screenshots, identity verification, address verification, and a HAR file privately through a secure Microsoft channel if required.
Please route this enrollment for manual vetting/review or advise how I can securely provide the account-specific diagnostic information.
