[FeatureReq - Partner Center] Add skip-review support for eligible DNR-only updates

Hi, I lead the browser extensions team at AdGuard. As Microsoft Edge moves extensions to Manifest V3, could Edge Add-ons support skipping review for eligible DNR-only updates, similar to the Chrome Web Store?
Please consider adding a skipReview option to the Publish API for updates that only modify eligible safe static declarativeNetRequest rules. This would help us deliver critical filter updates quickly while retaining full review for all other changes.
