AADConditionalAccessPolicy: add SecureSignInSessionIsEnabled parameter

Description of the issue

This is a feature request not a bug report.

Add a boolean SecureSignInSessionIsEnabled parameter to AADConditonalAccessPolicy which sets the value of the SecureSignInSession.IsEnabled flag in the policy.

I am happy to write the PR if no one already has this on their TODO list.
