MiniEngine: BuddyAllocator::CleanUpAllocations and BuddyAllocator::Deallocate has been commented out.

Hey there,

So it looks like around 2016 BuddyAllocator had it's CleanUpAllocations and Deallocate method removed.
Was this an oversight while testing something, or an indication that BuddyAllocator as a whole has some subtle bug in it that makes it not fit for purpose?
