LUIS bots fail to trigger intents

Steps to reproduce

1. Create TodoLuis bot
2. Start the bot and trigger any intent using a trigger phrase
3. Error: Invalid subscription key

This error started after merging #4456.

After investigating this it looks like we have bug with fetching sensitive settings after the refactor to the structure of localstorage for a bots in #4456.
