Needed: a valid PR style for minor changes with no related issue #3147

Is your feature request related to a problem? Please describe.
Dev issue: we currently don't have a way to validate PRs for minor issues that have no related issue number (e.g. typo fixes or fixes to broken links in the docs).
Describe the solution you'd like
We should have a way to explicitly say "this PR fixes a minor issue without a number".
