Cannot register, even with administrative account

Hello, when I try to register another organization subscription, using Work or school account, I get this error:
Azure Usage and Billing Insights - Registration v8408a99400 needs permission to access resources in your organization that only an admin can grant. Please ask an admin to grant permission to this app before you can use it.

I am trying to register using an administrative account of the other organization. What may be the cause?

AUBI uses Active directory (AD) so you need to login to the Azure portal with the AD admin user and add AUBI and changes the permissions.

Note: Because you are using a Work or school account, Aubi may not be compatible too. Are you using a subscription coming from an EA or a CSP? If it`s the case try https://github.com/Microsoft/peek .

I have tried from a Direct subscription and from EA one, the result is the same. I have added the registration application in Azure AD App registrations. Can you tell me what rights does it need?

Not sure if I understand your issue correctly, but when granting permissions for the App in Azure AD, next to the "Add" button there is a "Grant Permissions" button. You need to hit if after adding the permissions. Maybe you forgot to do it?
