Bug Description

1. The attached services disappear after manually refreshing.
2. The attached storage account doesn't show on the tree view.

Steps to Reproduce

1. Expand one storage account -> Blob Containers.
2. Select one blob container -> Attach the blob container.
3. Go the Attached node -> Right click 'Blob Containers' node.
4. Click 'Refresh'.
5. Check whether the attached blob container shows well.

The attached blob container disappears.

Appears to be same root cause as #8652, as I see a "file was externally modified" error in the console output.
