Bug Description
When HNS is not enabled, the blob names that start with a forward slash character "/" should be legal (https://learn.microsoft.com/en-us/rest/api/storageservices/naming-and-referencing-containers--blobs--and-metadata#blob-names). Ex. /a, /a.txt, /a/b
However, currently downloading these files silently fail. AzCopy logs show that no transfers are initiated.
