This PR adds the parent parameter which allows for the parent ticket to be specified. This can be useful for creating child tickets for existing tickets.
In a file context, each top-level ticket will be assigned as a subtask to the specified parent. Each child ticket will then be assigned as a child to those top-level tickets.
