Optional Temporary Sounds

Currently, only some sounds persist on disk while most are saved to /tmp by default

Add settings.json option disabled by default to store all TTS sounds generated, indefinitely.

Use a setting/toggle to optionally use the temporary sound path, otherwise persisting all generated TTS sounds.

Save all TTS sounds by hash of phrase as the filename regardless of save location
