Add encode-marc21 options to encode-marcxml

When using encode-marcxml(ensurecorrectmarc21xml="true") and processing a marc-record without id/001 metafacture throughs an exception.

We could add support for the encode-marc21 options in encode-marcxml so that we can handle this records.
