Python port install scripts

There is a need to simplify install scripts or document them in the python port readme. The ideal would be to integrate metacall-{install, update, uninstall} with pip {install, uninstall}, but not sure if this is properly supported by pip or setuptools.

• Travis issues (Python port package publish integrated with GitHub Actions. #14, Travis stops the task after 50 minutes #13).
