This enables linux-aarch64 CUDA builds to support GB200s.
We install openssl-static from conda-forge now which should be compatible with all Python versions (including freethreading + aarch64). Previously we were dynamically linking openssl which caused some issues when running with older versions of openssl.
aarch64 conda and free threading use openssl 3.5.4 so statically linking resolves those issues.
