[Logs: M2] CLI command for Flink logs

Context

Create a new CLI command to retrieve flink logs.

Note:

• API might return more logs than are possible to display on the CLI. So ensure CLI is capable of either visualizing them or just drops the oldest logs.

Acceptance

• Display flink logs on the cli using the flink logs endpoint
