feat: support reasoning_effort parameter for o1 #4487

Problem Statement
Jan currently does not allow to control the reasoning effort of OpenAI's o1 model.
Feature Idea
API access of OpenAI's o1 model now includes a "reasoning_effort" parameter (with allowed values low, medium, high):
https://platform.openai.com/docs/api-reference/chat/create
Would be great if this parameter would be supported in Jan!
