Provision ANTHROPIC_API_KEY as a repo secret for live-harness CI verification

Question

Part of Map: Live Claude Code verification for the SPAWNED subagent-nesting inference rule.

This map's manual-trigger CI job needs to drive a real, non-interactive claude -p session, which requires an API key. Only OPENAI_API_KEY exists as a repo secret today (.github/workflows/tests.yaml); no ANTHROPIC_API_KEY exists.

Task: add ANTHROPIC_API_KEY as a GitHub Actions secret on memgraph/ai-toolkit (repo or org level, whichever matches how OPENAI_API_KEY was provisioned). Requires repo/org admin access — HITL, not something an agent session can do.

Blocks building the CI half of this map's destination (the dev-memgraph.sh verify-nesting local subcommand doesn't need this — only the manual-trigger workflow does).

Resolution

Verified directly: `gh secret list --repo memgraph/ai-toolkit` now shows `ANTHROPIC_API_KEY` (added 2026-08-17), alongside the pre-existing `OPENAI_API_KEY`.

The manual-trigger CI job for Map: Live Claude Code verification for the SPAWNED subagent-nesting inference rule is now unblocked. Proceeding directly to building both pieces of the map's destination in this same session, per the map's own Notes ("this map carries execution").
